This is something I have been looking for since CIV III, and have never seen (and I doubt I'm the only one).
It's fairly simple, actually (well, the idea is anyway):
A "NOT" button when setting up your game. You want to play a game with random opponents, but you don't want to play against Monty or Maria Teresa. Instead of picking each opponent (which can be boring if you know who you are up against).
The "Not" button (or pull down I guess) Lets you check off three or four civs you do not want to play against. Simple right? I set up my game -- Standard Size, Standard Speed, Emperorer Difficulty (or whatever) and then pull down the "NOT" box, and check off Monty and Maria Teresa, so they are garaunteed not to show up in my game.
It may be harder to code than I think, otherwise I can't see why someone wouldn't have made this already.
