As the title suggests I'm having trouble with a particularly annoying bug. In 1.0.2.21, when I get to the free settler social policy one doesn't appear. I have reinstalled twice and tried it across several different civilizations but nothing seems to work. Is this a known issue for anyone else, I looked and couldn't find this problem mentioned anywhere else on the site. If anyone know how to fix this please let me know.
