Hi all, this is my first thread here, though I've been lurking for a while. This may be obvious or have been answered elsewhere, but I looked all over and couldn't find it, so if it's been covered I apologise.
I'm still a Warlords-level player, slowly finding my feet on Noble. Yesterday I was playing Huayna Capac on a duel Continents map against Catherine on Noble. We both had our own continents, I had a major tech lead (was modern vs medieval/Renaissance), had blanketed the seas with destroyers and was rush-buying ICBMs in preparation for war.
Several turns before I planned to DOW, with my power rating 2x of Catherine's and our relations at Annoyed (or Cautious, I'm not sure - she has mood swings), she DOWs me and sends a sad little stack of four galleons and about 10 caravels towards my production city. Five of those caravels get taken out at once by destroyers, and I dump all 13 ICBMs I have on her (coincidentally, she DOWed the turn I had just rush-bought six). The next turn, she is willing to talk and capitulates.
I was surprised because I had never seen that before - an AI declaring war against an opponent that much stronger, with no bribery or religion involved. My power rating had been above hers for quite a while. All my cities were well-defended. I assumed every leader had a threshold power ratio, below which they wouldn't DOW. Is that not the case?
