WorldBuilder scenario problem, "Team 18"

I'm trying to edit the maps from the TSL Earth mod, and I'm having multiple problems. This is just one of them.

So, the scenario starts out with several civs and city states. Every civ and city state has a team number, e.g., "team 9," only these team numbers don't show up anywhere when you play the game--they're invisible.

When I add a new civ, it also gets a team number. In this case, "team 18." When I look at that civ in the Diplomacy panel, it says "team 18" under it. WTH?

I've checked to see if another civ or city state also has team 18--no. My new civ has a unique team number just like all the others.

I can't find any checkbox or anything that relates to team number. I thought maybe "show team number" was turned on by default, but there seems to be no such setting.

Any idea how I can fix this?

The only option I can think of right now is to start fresh with the blank Civ 5 map file. Maybe the problems have something to do with the mod file I'm trying to edit. (The other problem I'm having is that I can't change "quick combat" or any of the scenario settings. I can check the boxes in WorldBuilder and save the file, but it has no effect in-game. Someone said he's never had that problem, so that's got me thinking the mod file is to blame somehow.)
