Odd CIV2 tot bug...

While playtesting (or just playing) Battle of Zarklaw II,
I have been noticing a strange situation when trying to fine tune my city squares in ToT.
Trying to allocate the best mix of squares is leading to what can only be described as
the "auto-allocation" going haywire...Like when you click the city square and CIV2
decides the best mix of tiles...I do this and it transfers various worked tiles to LUX,
or when I attempt to select ocean tiles, it only allows certain ones to be picked.
Effectively this bug locks out the ability to use a cities full potential...Must annoying!

Not sure if it is caused by the "Civ Unlimted" util, but seems to happen when
running regular ToT...Anyone else seen this weirdness?
