I have an idea for maintenance as a system that would make production far more important if applied.
If a city used local production to maintain buildings, then it would require a booming industry to keep them standing. This makes sense, and since the factor doesn't have to be an entire unit of production, you could reduce that if need be.
The goal here would be to promote gold as an aggressive yield and for production to be a peaceful yield. Money is, of course, largely associated with war, coercion, and hegemony, while the common man's solution to any problem is to fix it himself (usually).
I don't know if it's possible, but planting forests could also be introduced as an improvement after certain technologies, if you wanted to improve production through lumber mills, so that there would be incentive for reforestation and for deforestation, depending on what you're aiming to accomplish. Tearing down trees removes production in favor of gold and food, while keeping forests would obviously improve production.
If that's possible, one could only allow forests to grow on certain terrain - obviously grassland and those next to rivers would be easiest to grow and irrigate to.
