In my current Monarch Pangea game as Hannibal my two closest neighbors are Augustus Ceasar and Ghandi. I have enough space for 6-7 ugly brown cities. Commerce is scarce.
AC is sitting on Floodplains and Gold mines (giving him a substantial tech lead), Ghandi has miles of Jungle to clear for 10ish nice cities. In typical fasion, Ghandi is spamming missionaries for his religion while AC is wonder-whoring.
I prefer the military solution but I'm nervous about the timing, techs, and units for an attack. AC will have Praetorians (and Elephants) before anything stronger than chariots is ready. AC also has a 0 disposition (cautious) with me. Ghandi is a much softer target but I'm very vulnerable to AC-backstab action which I think is likely since AC is pleased with Ghandi.
At this rate, AC will win Liberalism. Most of the AI's will be sitting on 10+ cities and I'll be stuck with 7. My production isn't bad, so I might be able to throw enough trebuchets at a target and maybe get some holy wars going. Crossbows are probably my best bet against Praet as long as he doesn't get Gunpowder quickly. I need to break out and get the Capitulation snow-ball rolling but I'm not sure I can get a military advantage.
