[BNW] Bug with GP amenagement and Egality ideology

Hi

First of all, I'm not an english native, so I'm doing my best

I'm into a game with Poland, I got a Great prophet, I was going to do his amenagement, on the same time I just got my 3rd factory so I choose egality and I had enought culture to take: New deal.

The new deal doesn't seem to work with the Great Prophet amenagement, and my new Great Prophet cannot do his tile amenagement..

Anyone know if it's intented ?
