This applies to all versions of Civ5 versions (or CiV, depending on what shortname you use).
In the initial selection of civilization during game setup (assuming you do not choose random), there still, even years after CiVanilla was released, and two new DLCs, multiple patches, etc, is no hover-popup that appears over the special civ-specific Unit/Buildings during this screen.
I kind of assumed it was a bug that would be addressed later on, like when Civ4 lacked Cultural benefit popups, but I believe enough time has passed to assume that there has been no intention to fix this or no knowledge of the bug.
Would you please correct this, and make the popups available during the game setup menu? It would be very helpful for me to plan my pre-game strategy, and I know the ability does exist, because the popups do appear after the game itself has started.
