Noobi Q. for world's simplest mod

Guys,

I did some modding a couple of years ago and have now returned to playing Civ V, but none of my mods work. I figured there had been a whole load of updates etc but can't find what is wrong with my mods.

So I decided to start from scratch with a very simple mod: attached.

Can anyone tell me why even this mod isn't working?
I figure I've got something simple missing, like a path, or name (I did build the solution and Save all).
