(BNW] Lightning warfare tenet bonus does not work

My tank has 70 of basic strength. It was modified to 94.5 (+20%/flanking +15%/open terrain). But it should be 105 with 15% more bonus from lightning warfare tenet. The unit has the promotion but combat modifier does not count it.
