Tough questions about modding

High, I've been modding Civ 5 for a while and know the basics. However, there are some things that I'd very much like to mod, that I can't do. I've searched the forums and the internet, there doesn't seem to be a solution. So here goes:

1. How do I make capitals and CSs razable? I know it's been asked before but there never was a satisfying answer. I'd love to be able to mod this.
2. How do I make it so that the Demographics stat page show only stats of your non-puppet cities? As of right know my empire has more pop and land area than the Russian empire, but most of that is just from puppet capitals that I can't raze! :(
I like to play a small naval civ with a few cities strategically placed here and there, not a large, bloated, sprawling continental empire. I would give conquered Moscow away to another civ (like I did with some other conquered capitals because I hate having extra cities) but no other civ is within reach to defend it against a possible russian counterattack.
3. How to set a settler limit? By that I mean to make it so you can only produce/buy a maximum of say, 20 settlers in game. This prevents crippled civs from just retaking the land once we make peace. (Of course, I can just puppet the conquered cities instead of razing them, but if you can't tell I hate having extra cities)

I'd love an answer for any/all of these questions please, and thanks in advance
