[G&K] How efficient (or inefficient) is it to plant great people?

I've noticed a trend, where people always reccomend rushing wonders with GE or "bulbing" GSes, whereas (unless it was the modern/future era) I would tend to settle them. Even in the early game I've seen people talking about using the Liberty closer for a GE to rush a wonder. . . does it really outweigh the long term benifits of planting it for the extra hammers in a low-production city?

I understand that a hammer on turn 1 is far more valuable than a hammer on turn 400, but is there some algorithm or basic idea of the point at which you should consider planting or expending great people? Why all the love for rushing tech/wonders when, in the long run, you get far more (base, nonetheless) hammers/science if you plant them?
