Cannot Use Tech Screen (bug?)

I'm running a custom game in 1.75 and I am unable to use the tech screen. When I open it up the data loads but it will not allow me to scroll to a new era or select a tech. Hover text does not work either.
I forgot to mention that this only happens in custom games-play now games work as usual.

Please, is there any way to fix this? Thanks
