Where is the civ info in the mod folder?

I was hoping to play the Nautilicas Pirates, but they are an expansion faction. In Master of Mana, I could turn expansion factions (like the ice demon, hell and angels) as playable from editing a text file.

I made everything playable under the civilization info file in the XML folder. But, I still don't get to choose any of the expansion factions. So, I'm guessing there is another file I have to edit?
