Which city to rush buy and which to build?

Playing on an Immortal Pangaea map with Babylon. It is turn 167 (I think?) and I just got public schools tech. I have enough gold to rush buy 1 building and will have to build 2 more. My question is, do I buy it in my low production city and let my Capital and my 2nd city (petra) hard build them?

City #3 would take nearly 20 turns to finish while my Cap and Petra can build them in 6-7 turns? My third city is a jungle city so it has been slow getting going (no mountain) but will be a nice big city once I get the tiles worked and all the jungle tiles going.

My cap and my petra city both have observatories up and running right now. I'd get the most bang for my buck buying it at my cap but 20-21 turns in the third city will be slow.... and I still need some other key buildings in this city still.

I can't remember the exact stats but I'm around 380 bpt @ 167 and I think my Cap is pumping around 190? 195? bpt.

Thoughts? The other thing is I'm hoping to be able to rush buy is research labs. Need more gold...

And a bit of rambling:

I would have had a lot more gold had the Celts had money left - Askia made peace with her a few turns earlier and took all her gold :( I had taken 2 cities and captured a settler and all I got out of it was 31g :mad: She was broke.

I'm currently a turn or 2 away from sacking France's 2nd biggest city and then will take his capital next. I should get some gold from him but again Askia and the Ottoman's are pounding him from 2 other sides so there is a chance one or both will take France's gold.

France has backstabbed me twice in this game so far in 155 turns. The 2nd time Askia and Sulie insta' DoW'd him. I'm doing quite well and have been mindful to be a lot more aggressive this game but it isn't paying off gold wise :(
