[BTS] [Buffy] Scoreboad shows Civs in wrong order

BtS 3.19, BUFFY 3.19.003, Windows 7

All of a sudden the scoreboard is no longer showing the Civs in score order, I can't figure out what the order is either, seems very random!

Anyone any ideas?
