Here is a relatively simple system to implement the French Revolution. It's inspired by Leoreth's design of the new American UP. It is designed to synergize best with the current French UP/UU, but is accessible to all civs.
(0) Nationalism now requires Military Tradition, Divine Right, AND Liberalism.
(1) After the discovery of Nationalism, the Civics Dynasticism, Theocracy, and Vassalage each incur +2 :mad: in all your cities.
I feel this is necessary since it's silly to allow the bonuses from Dynasticism, Theocracy, and Vassalage to sustain into the Modern Era in the same way it was in the Medieval Era.
(2) When a monarchic civ (i.e. one running either Dynasticism or Theocracy) discovers Nationalism, it will receive a dialogue choice in the style of Reformation/Trading Company Event. The choices are:
(2A) Do nothing. Suffer the Happiness penalty from (1).
(2B) Switch to Republic (1 turn Anarchy unless in Golden Age).
(2C) Switch to Autocracy (1 turn Anarchy unless in Golden Age). Receive 1 free Great General (should we specifically name him Napoleon?).
The first civ to choose (2B) or (2C) receives a free army like the Trading Company army, but suffers a +5 :mad: relations hit from all monarchic civs for 20 turns (10 turns with French UP). A Congress is also called immediately when this happens.
(3) AIs will choose (2A) almost certainly, except the French AI who will usually choose either (2B) or (2C). French AI is also made to prioritize Nationalism.
(4) The French UU (Heavy Cannon) is changed to require Military Tradition instead of Rifling so that it will always feature in the Revolutionary Army, similar to how the Spanish UU will always feature in their New World Conquerors.
