City markers and partial build rushes

I got this the other day and I'm missing a couple of things that I could do in Civ IV.

Are there any mods that will let me put markers where I want future cities?

Also, is there a mod that will let me finish off a partially built thing with cash, rather only buy whole thing outright? It seems weird that you can't do that tbh.
