Looking for a sound effect

Figured I would put this thread here, seemed the most appropriate. Mods can move if they see fit.

I've been browsing the game files looking for the sound effect for discovering a tech (the one that plays immediately before the narrator reads the tech quote).

I've found the tech speech files just fine, but I can't find this specific effect. Does anyone know where it is? Thanks in advance!
