Going into offline mode has deleated my mods!

Earlier today I went into offline mode to play civ v and attempted to activate my mods. Upon doing this allmost all my mods but one was deleated. those mods would include the RED pack, IGE, and Info addict to name a few. Since then I have put steam back in online mode, restarted my computer and restarted civ v 3 times and I still have not been able to redownload my subcribed mods. Each time I have restarted the game I have waited 5 min in the mod activiation window. Is this a known glitch and is there anything I can do to fix this?
