How to make sure the map has all luxury resources?

It is often frustrating to see all the mercantile CS have jewelry and no porcelian, or you don't have any copper or cotton on the entire globe. How can you make sure every type of luxury is spawned in the map? I know the larger the map the better the chance is, but larger maps sometimes can take too long and too slow to process, so let's just restrict it to standard size.
