Cannot run saved file

Good Evening,

I have recently developed an issue that I cannot seem to work around. I cannot run any saved file. I get a "Program requested a Runtime shutdown of this program" no matter what saved file it is..... Even the autosaves.

I had steam go through and check for corrupt files. Still does it...

Anyone seen this before?
