I've run into this issue before, and it just happened again in my latest game. If during a war, the AI pops a ranged unit on its turn while it has ranged unit in the city, the AI is allowed to attack with both units from inside the city before one is moved.
Even in early wars, long before the AI could possibly have the logistics promotion, the AI can do this. I can see the new archer pop into existence, and it's clear from the animation that the units are separate but occupying the same space. It's cheatsy and super annoying.
