I searched the forums and couldn't find anything about this or in the civilopedia...
Was getting pretty excited to declare war on Catherine... Until I realized I had a peace treaty with her... Sounds like a pretty noob mistake except... I've never been to war with her. I put the save up, it's called 'can't declare.' Note the combat log or whatever you need to do to see that I have never been in a war with Catherine.
I did just ask her to spare 50 gold for a friend. Does that have anything to do with it? I just got the BTS expansion so I'm not sure if that's a new part of diplomacy and war, or if my game is just screwed up...
And for anyone wishing to critique my game which I always love, I posted the initial start called 'what to do'. Since starting I have axe-rushed the vikings to the west and built the great library in my capital. I realize my elephant rush is way late for emperor... but that's why I'm looking for help on the forums, ya know? :)
But MOSTLY I just want to understand what is up with not being able to declare on Catherine!
