BNW Must Fix Science Victories to Allow Late-Game War

The new X-Com Soldier has been announced and it's assuredly going to be a very late-game unit. With its arrival, we need to ask ourselves: How can we change the endgame so we actually have time to use these and other endgame units? By the time I've gotten so deep in the tech tree, I often feel constrained and forced to wrap up a game with a science victory. At that point, why would I wage a war when building space parts would be a better use of my hammers.

I think Science Victory needs some tuning so players don't feel so forced to be turtling peacenik. Space ship part construction shouldn't consume a city's production slot. Instead, players are free to build whatever they want in tandem with a spaceship part. Production would still determine the number of turns it takes to build, it just wouldn't tie the city up.

Then we might actually find the opportunity to really explore late-game warfare. Giant Death Robots and all.
