First, I don't want to get rid of this by any means. The AI needs some tool to stop human players from getting ideal positioning when they have no other recourse than to attack and get a warmonger penalty for defending themselves. But by the same token, the AI should not be able to march its armies for perfect positioning on us, especially in the early game, when we have no recourse against it either.

Note how he should not even able to see most of the Camel Archers because of the terrain and not having a unit there in the first place.
Contrast this with one of my earlier challenge #7 attempts where I wanted to see just how badly Darius would abuse this:
He hasn't declared war yet. Am I the only one who sees a HUGE, annoying disconnect here?
Either let us give them the same ultimatum or make the conditions under which they give you such an ultimatum less ridiculous so that the player doesn't feel so screwed.
