That 1 gold per tile on rivers seems to be a significant game-breaker for me. The general trend when I do not start by a river involves me being unable to support the units necessary for defending myself against early aggressors, and then stagnating economically afterward.
Should I be satisfied with restarting the map whenever I don't like it on the first turn? If not, what can I do to alter my strategy to accommodate this? Build a settler right away and go find a river? Focus on military early on and take a nicely placed enemy city or city state?
