Hello! I've been browsing these forums for about an hour and I can't find what I'm looking for, so I figured I would just ask.
I'm looking for a mod to expand on the cultural levels of a city. Basically your cultural borders stop growing once you hit legendary culture. This makes culture pretty much pointless once your city has hit legendary culture and I'm wondering if anyone has made a mod that will allow your borders to just keep on growing.
Oh yeah, and I don't have any of the expansions (I know, I know....), so I'm looking for something that will work with the vanilla game.
Also while we're at it has anyone made a mod that allows cultural borders to extend over oceans too?
