Bug or WAD

I just noticed somthing a bit weird in my current game. Cties do not have enough people. What I mean is, a city of say 13, has only on assignable person to work plots around the city. I am sure this was not always the case in the game, and I am wondering if some late game mechanic is involved. I know that some of the power plants use a 1 citizen, but this only explains why one is missing. Do some of the other buildings have this effect or have I run into a bug in my game?


Edit: I checked and each of my cities is missing 12 people, 32 city, 20 workable, 13, one workable. Also, buildings that did require 6 pop, now need 12......wierd. I did change the great person rate in game speed xml, will check if this casued the problems.

Edit 2: The missing people are all 'employed'. In the in city tag it states 12 employed, listing one in a power plant, but not where the other 11 are.

Edit 3: The feature control-shift-t is the culprit. In the game is states that this is an experimental feature which updates the save game with any modding done in between new game. However, a side effect is that a citizen goes into service each time, and this is where my problem came from.
