How do I get updates to GEM and CIVUP?

I have Civup2.4.1 and GEM 1.13.1.

I believe there have been updates to both of these.

How do I get the updates to both of them?

Is there someplace on Steam that will get the updates?

I subscribe to both of them on Steam but I was not notified of the updates.

Do I have to completely uninstall GEM and CIVUP,unsubscibe then re-subscribe?

Shouldn't the 'subscribe' in Steam inform me of updates?
