I'm playing a game with the Gods & Kings expansion as the Russians. I've captured a number of cities, and was puppeting each, but the last two cities I've captured have automatically been occupied. I've never seen this before. Does anyone have any idea as to why the game would force me to occupy a city and not allow me to puppet it? Any ideas or insight would be appreciated.
