operation Seelowe

Great mod btw. I downloaded the v.30. I played the 1939 version as Germany. I created the first operation for Norway and it worked a treat. 3 paratroopers as expected.

I then researched the operation seelowe. Now I had completely conquered france, taking all of their cities including Corscia.

However after research was complete -nothing happened. France still had something in north africa and maybe in the middle east too.

Basically do I have to capture those two cities as well in order to get seelowe to activate? Note I had already taken plymouth as well when the operation research completed.
