I'm playing an Ancient Era start game and have just completed Theology, Divine Right, Guilds and nearly finished Banking when I noticed that The Apostolic Palace is not a build option. Yet I have my State Religion in every city and do not have that build option in any of them. I have completed Education and Chemistry, but not yet Nationalism or Liberalism.
I'm currently in the Renaissance Era, but The Apostolic Palace can be built in as late as Industrial Era starts.
Has anyone seen this bug before? Or explain how this could happen?
EDIT: Never mind. I started this game with only one opponent and No Vassal States, so its not possible to build it ever. I can't believe I missed the part in Sevopedia where it says "Requires at least 3 Teams". They should have made this a requirement to win Religious Leader Diplomatic Victory rather than for the Great Wonder itself. I really wanted the 2 Hpt bonus for State Religion buildings.
