[G&K] I thought you were an honorable leader- purchase of land

I am sure this has been raised before but any search on it reveals several thousand (seeming) returns.

What gives when the AI accuses you purchasing land near their territory- even when you haven't?

I don't often get the message but it is perplexing when it does show up- does the AI confuse normal city expansion with purchase of land?

(Similarly I don't understand when i get the message "You kept your expansion promise" because more than likely I haven't".
