Civ 3 Editor

Hello

I was unsure where I should post this...

I’m trying to download several maps from the forums here, mostly the European maps since I would like to play as one of the European nations, but I was having a problem when setting the active player on the editor on a random map or any map for that case from the scenario folder on my computer or downloaded ones. I’m trying to place cities in there correct spot as well as roads and such but when I click nothing appear except the city name. As for roads, mines and irrigation they don’t appear at all. Yes they do appear when the game is loaded but they don’t appear in the editor making the work painstakingly slow and difficult, is there something I’m doing wrong or is that supposed to happen within the editor?
