[G&K] A little help with my current situation

Hello everyone,

I've been playing Civ 5 for a while on difficulty 3 < and thought it was a nice idea to move up to 4. Oh man was I surprised!

Playing as the Chinese with central focus on economy and education, I intertwined myself with the Egyptians (they attacked first in aggression) and locked in a bitter battle for about 3000 years (end of 2000BC - early 500s) which, surprisingly, didn't slow my economic and research efforts too much. After wiping the Egyptians out in around 500AD, I poured everything into economics and research.

However, I was still unable to catch up with Rome (currently the biggest civilization) which, over the years, slowly out-teched me and started aggressive expansion. The surrounding civilizations around me are almost all near me in terms of empire size and tech level (with around 10-12 cities).

The AI doesn't appear to respond to treaties I try to offer them and have been at war with me constantly (on and off), which distracts my production enough to prevent me from stopping Rome from growing any larger. At the same time, I don't have a large enough army to begin a big invasion to clean them off of the earth.

The Netherlands have been locked in a naval war with me for the past 100 + years (1800s to early 21st century). We are both at a point where for every ship we destroy of each other, we can replace with another one, if not more.

So I saved the game and triggered a nuclear war with the Romans to stop them from growing any bigger. I found myself in an immediate stalemate since I was centralized in Africa and him in North America. What ended up happening was me spamming lots of subs and preventing him from landing in North Africa. (Keep in mind that all this time, the annoying civilizations up north and in the east keep warring me on and off).

So I am at a loss here as to what I need to do to pacify both fronts. Is it even possible? I am away from my desktop for vacation so when I return I will upload my save game for you to sample.

*Note - The only victory possible is total domination through warring. I thought it was fun to disable cultural and scientific victories.
